I'm trying to obtain the achievement Indecent Exposure. I can't figure out where to steal a waist item. Many of the armor vendors have some or all of the other slots laying around for a skilled thief to take. But I can't find anyone who has a waist item. Are they stored in crates and barrels in vendor stores? Do I need to raid private homes? Sure would appreciate any suggestions.

Including a few possible locations for waist items.
I'm guessing it's relevant to PC as well.
