It slows down animations in the game and usually happens to players that have 200hrs or more. Though sometimes it can be less

Heres a better explaination from Wrye's, one of the Wiki's editors, website
presumably Wrye wrote:
"Abomb Animation Slowing" is a slowing a of animations that typically appears around 225 hours into the game (though it may occur earlier or later). Effects are that many animations (spell effects, burning fires, opening/closing doors) have noticeably stop action effects, even while the rest of the scene is rendered normally. In fact the problem is worse in areas with high frame rates (e.g., simple interiors). This is presumably a bug with the game engine, probably something with thread prioritization for animations.

I found out from Jeff when Blackhawk posted a thread about a problem he was getting.

yeah, and I heard theres something you can do to fix it on the PC, but if you play it on the PS3/360 theres no way to fix it and Bethesda has'nt made a patch or update to fix it and it looks like there not going to anytime in the future.

once again proving how epic TES is by being too much even for a 360

I've heard that it doesn't kick in for x-box users until 500 hours. Anyone here that can confirm that?

For me, it kicked in (on PC) at about 280 hours

It happened to me on the 360 after about 400 hours, but it was pretty much limited to lit torches leaving a trail of embers that eventually vanished when I ran. Either that or a torch wouldn't have a flame but would give off light. Both of which could be corrected by unequipping and reequipping the torch.
